STEP 01
Turn off game captures
Open Settings > Gaming > Captures and switch off background recording and the record feature. This alone resolves most cases, because the ms-gamingoverlay link is triggered by the capture feature.

Disable capture in the registry
Press Win+R, run regedit and go to HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\GameDVR. Set AppCaptureEnabled to 0. Then under HKEY_CURRENT_USER\System\GameConfigStore set GameDVR_Enabled to 0 as well.
Back up the registry key via File > Export before making changes.

Uninstall Game Bar (if unused)
Go to Settings > Apps > Installed apps, find Xbox Game Bar and uninstall it. If the option is greyed out, open PowerShell as administrator and run Get-AppxPackage Microsoft.XboxGamingOverlay | Remove-AppxPackage.

Reinstall Game Bar if you need it
Open the Microsoft Store, search for "Xbox Game Bar" and install it. After setup, press Win+G, sign in under Settings > Accounts; the ms-gamingoverlay link now resolves to the app.

Verify
Restart the PC and launch a game. If the popup is gone, you are done. If it returns, double-check both registry values from step 2 — domain group policies may re-enable GameDVR (common on work machines).

- If the popup appears only in one game, also check that game's own capture/overlay feature (Steam overlay, GeForce Experience, etc.).
- If the error returns after a Windows Update, Game Bar's updated version may have reset your settings — repeat step 2.
