STEP 01
Download DirectX End-User Runtime
Get dxwebsetup.exe from Microsoft's official page (microsoft.com/en-us/download/details.aspx?id=35).
STEP 02
Run the installer
Untick the Bing Bar offer and continue. The installer downloads missing DirectX 9 components automatically.
Even with DirectX 12 on Windows 10/11, old games request DirectX 9 libraries — this adds only the missing pieces.
STEP 03
Restart the computer
Reboot after setup and launch the game again.
STEP 04
If it persists, verify game files
Run file verification/repair from Steam, Epic Games etc. Broken DLL copies are replaced automatically.
STEP 05
Also install Visual C++ packages
If MSVCP140.dll warnings accompany the error, install the Visual C++ 2015-2022 package too.
Tips
- The installer needs internet; disable VPN/proxy if it fails.

dxwebsetup.exe adds only missing components and works independently of the installed version. 'No components needed' still means success.
Does copying the DLL to System32 work?
